"Who is John Holdren?"
John Holdren (below left) was President Barack Obama's and the then Vice President Joe Biden's White House Director of the Office of Science and Technology Policy (OSTP), also known as their "Science Czar."
John Holdren, who in 2017 engineered the reversal of the ban on Gain-of-Function research and thereby allowed the creation of the SARS-CoV-2 virus to proceed, is a radical champion of genocidal depopulation who called for "compulsory abortion," as well as "adding a sterilant to drinking water or staple foods" to depopulate America, and recognized that "Biological warfare laboratories are potential sources of a manmade 'solution' to the population explosion":
"Adding a sterilant to drinking water or staple
foods is a suggestion that seems to horrify people more than most proposals for
involuntary fertility control. Indeed, this would pose some very difficult
political, legal, and social questions, to say nothing of the technical
problems. No such sterilant exists today, nor does one appear to be under
development. To be acceptable, such a substance would have to meet some rather
stiff requirements: it must be uniformly effective, despite widely varying doses
received by individuals, and despite varying degrees of fertility and
sensitivity among individuals; it must be free of dangerous or unpleasant side
effects; and it must have no effect on members of the opposite sex, children,
old people, pets, or livestock…. Indeed, it has been concluded that
compulsory population-control laws, even
including laws requiring compulsory abortion, could be sustained under the
existing Constitution if the population crisis became sufficiently severe
to endanger the society."

"There is always the threat of ... an accidental
escape of lethal agents from a biological warfare laboratory or, conceivably,
from a laboratory engaged in genetic engineering experiments... Although most
laypeople have long been afraid of thermonuclear war, they are just beginning to
grasp the colossal hazard posed by chemical and biological warfare (CBW)...
Constructing lethal viruses against which there is little or no resistance in
human populations can easily be done in theory ... one that ... is transmitted
in the same way as the common cold: from person to person via exhaled
droplets... Such a disease would be a disastrously effective weapon if it were
transmitted by infected individuals before symptoms appear...
Chemical-biological weapons may never be used, but that does not rule out the
possibility of an accident. Virus laboratories, especially, are notoriously
unsafe... Indeed, with the rapidly increasing ability of biologists to
manipulate the genetics of microorganisms, the possibilities for creating deadly
agents seem endless... Biological warfare
laboratories are potential sources of a manmade “solution” to the population

Why did he reverse the ban on Gain-of-Function research?
He wrote in his 1973 book The No-Growth Society that the then U.S. population of "210 million now is too many and 280 million in 2040 is likely to be much too many" (source). Since the U.S. population surpassed 280 million in 2000 - forty years earlier than he had anticipated - and reached 325 million in 2017, it was beyond "much too many," so he took action to reduce it eleven days before he left the White House.
