What is the solution to the opioid crisis sweeping across America?

In 1999, 4,000 Americans died of drug overdose. A decade later in 2010, that number had quadrupled to 16,000. By only 6 years later in 2016, that number had quadrupled again to 64,000. More Americans die from drug overdose than from car accidents and gun violence combined.
